2nd Indo-European Dialogue on ICT Standards and Emerging Technologies: Building the Future of Global Digital Standards

The 2nd Indo-European Dialogue on ICT Standards and Emerging Technologies, held on 4 November 2015 in New Delhi, brought together leading policymakers, standards development organisations, government agencies, industry experts, and researchers from India and Europe to strengthen collaboration on emerging Information and Communication Technology (ICT) standards. Organised by the European Telecommunications Standards Institute (ETSI) under the Seconded European Standardization Expert in India (SESEI) project, the conference served as a strategic platform for aligning European and Indian standardisation efforts in support of innovation, interoperability, and sustainable digital growth.

Anupam Agrawal participated in the conference as a delegate, engaging with international experts on evolving technology standards that continue to influence the future of digital infrastructure and communications. His participation reflected India’s increasing contribution to global ICT policy and standards development through multistakeholder collaboration.

The conference featured extensive technical sessions addressing some of the most transformative technologies of the decade. Discussions began with India’s Machine-to-Machine (M2M) communication initiatives and European approaches to ICT standards for sustainable living, followed by presentations on Internet of Things (IoT) standardisation, 5G requirements and global harmonisation, and the growing need for internationally aligned digital ecosystems. Experts also examined emerging network technologies, including Mobile Edge Computing (MEC), Network Function Virtualization (NFV), and future spectrum strategies designed to support next-generation communication networks.

Cybersecurity formed another major pillar of the dialogue, with dedicated sessions covering ETSI cybersecurity frameworks, lawful interception standards, 3GPP mobile security architectures, and operational security practices adopted by Indian telecom service providers. The conference also highlighted the role of ICT standards in enabling Smart Cities, Green ICT, Intelligent Transport Systems (ITS), and Electric Mobility, emphasising the importance of secure, interoperable, and energy-efficient digital infrastructure.

As part of the broader SESEI initiative, the dialogue strengthened long-term cooperation between European and Indian standards communities by identifying common technological priorities and reducing barriers to international collaboration. The conference reinforced the value of globally harmonised standards in accelerating innovation, facilitating international trade, and supporting initiatives such as Digital India and Make in India through internationally compatible technologies.

Participation in the 2nd Indo-European Dialogue provided valuable opportunities for knowledge exchange and engagement with global leaders shaping the future of ICT.
